Objective

          Construction of Electric lines, Sub-stations and distribution of energy under Keonjhar District, one Division styled as Keonjhar Electrical Division, Keonjhar was created during May 1979 covering its jurisdiction over 8nos. Blocks of Keonjhar District. The Blocks covered under this Division are:-

    1. Keonjhar-Sadar
    2. Patna
    3. Saharpada
    4. Banspal
    5. Telkoi
    6. Champua
    7. Jhumpura
    8. Joda

          The main objective of its organisation is construction and maintenance of lines and Sub-stations, distribution of energy to all types of consumers, such as, Domestic, Commercial, Public Institution, Street Light, P.H.D. and all categories of Industrial connections efficiently and collection of Revenue. Electricity being a vital ingredient for development of industrialization, steady and uninterrupted power supply to different type of industries is extended on priority basis. It also plays vital role for irrigation purpose giving power supply to LEI. Points for improvement of agriculture. In addition to this, there is provision for Electrification of villages in the remote tribal areas through I.E.. and extending power supply to Kutir-Jyoti beneficiaries, by which the weaker sections can avail power supply on Government Schemes.

Structure of the Department

          Keonjhar Electrical Division, Keonjhar is Functioning with its Head Quarters at Keonjhar headed by one Executive Engineer. The Division has got 4 nos. of Electrical Sub-Divisions. The I.E.. (Electrical), No. I., Keonjhar With Head Quarters at Keonjhar is looking after the Electrical distribution of Urban areas under Keonjhar Sadder, a portion of Patna Block and Saharpada Block and the S.D.O. (Electrical), No.II., Keonjhar is looking after the Electrical works of rural areas of Patna Block, Banspal Block and Telkoi Block. The S.D.O. (Electrical), Champua with its Head Quarters at Champua is looking after the Electrical works of Jhumpura and Champua Blocks and the S.D.O. (Electrical), Joda with its Head Quarters at Joda is looking after the Electrical works under Joda Block. This Sub-Division is mainly looking after the Electrical works of the major industrial units, located at Joda and Barbil.

          Power supply to these 4 Sub-Divisions are being fed from 220/132/33/11KV Grid Sub-station at Joda and 132/33KV Grid Sub-station at Palaspanga. Power supply to all the Consumers and industrial units are being fed through 9 nos.of Primary Sub-Stations, that is, 33/11KV Sub-station located at Keonjhar, Turumunga, Patna, Saharpada, Banspal, Jhumpura, Remuli, Champua and Joda.There are 24,060 nos. of different type consumers under this Division, for Which the average monthly Electrical consumption is about 34 M.U. There are 939nos. of different category of Distribution Sub-stations catering power supply to different consumers under this Division, the details of which are furnished as below.

          In addition to this, there are 14nos. of Primary Sub-stations catering power supply to different areas under this Division. The details are as follows.

Programme Implementation

          Brief description about different Programmes & Success Stories.

          The total number of inhabited C.C. villages under this Division as per 1991 Census was 1201nos, out of which 1056nos. of villages have already been Electrified as on 31-03-2000.A number of Harijan Bastee Electrified, as on 31-03-2000 are 136nos. and total number of Street Lights provided in Harijan Bastees are 309. Total number of Kutir-Jyoti connections provided as on 31-03-2000 to the weaker sections are 3,804nos. Power supply has also been extended to 380nos. of O.L.I.C. Points and total number of Private L.I. Points energised as on 31-03-2000 are 1,630nos. Besides this, this Division is catering uninterrupted power supply to about 298nos. of Small Industries, 45nos. Of Medium Industries and 45nos. of Large Industries including 1no. Railway Traction at Nalda. The average annual revenue collection against all categories of consumers under this Division is around 76crores and the total energy consumed by this Division is around 408 M.U.

4.As the main object of this Organisation is distribution of Electrical energy to different type of consumers and collection of revenue efficiently, the following procedures are to be followed for availing power supply (fresh connections).

(i)The consumers for Domestic and Commercial connections are to apply in the prescribed forms to J.E. (Electrical) of the concerned area alongwith the required documents, such as, documents in support of their ownership over the premises, where power supply is required.

(ii)An amount of Rs.10.00 (Rupees ten) only is to be deposited along with the prescribed forms, duly filled in, as Processing fee.

(iii)One Test Certificate, duly signed by a Licensed Electrical Contractor of Electrical Licensing Board of Orissa who has carried out the internal wiring works with standard materials as per the standard specifications confirming to the I.E. rules. For the purpose of domestic and Commercial consumers, a standard estimate has been approved by the O.E.R.C., Orissa and as such, the consumer has to deposit required estimated amount along with the Security Deposit as per the tariff in force and the J.E. (Electrical) is competent enough to effect power supply to the said consumers, observing all departmental formalities. Regarding power supply to different industrial units, the consumers are required to apply in a prescribed Proforma along with the processing Fee and Land documents in support of their ownership over the premises and a No Objection.

(iv)Certificate from the Municipality/ Pollution Control Board etc. to the I.E.. (Electrical) concerned. The permission for effecting power supply to 3OPhase connections, Industrial Units, the Executive Engineer is competent to accord permission up to 20KW, that is, for Small Industries and for Medium Industries, that is, from 21 to 100KW, the permission is to be accorded by the Superintending Engineer (Electrical) concerned. But for the Large Industries, the permission is to be accorded by the Managing Director, NERCO, Balasore. Before availing power supply in respect of Small, Medium and Large Industries, the interested consumers are supposed to deposit required Security Deposit and entered into an Agreement in the Standard Form prescribed by the O.E.R.C. and deposit of required estimated service connection cost for effecting power supply to the premises. As per I.E. Rule, the installations in respect of Small, Medium and Large Industries are to be inspected by the Assistant Electrical Inspector/ Electrical Inspector, as the case may be, and clearance obtained before power supply is effected to the Unit.

          After power supply is effected, one consumer number will be allotted against the concerned Consumer, for which meter readings will be taken by this organization regularly every month. Billing preparation and service to the consumer will be made regularly in the 1st. Week of every month and the consumers are liable to pay the bills within 15days from the date of issue of the bills. For collection of bills the revenue counters are available in all Sub-Divisional Head Quarters and to facilitate better revenue collections, various Revenue Squad Collection Centers are also operated in various Sections and Sub-Centers, like Fuse Call Center, where the consumers can deposit their bills. As per the tariff in force, certain facilities are also been extended to the consumers wherein they can avail rebate as initiative, in case, the Electrical dues or the Bills are paid within the due date. In case of Large Industries, if the Billed amounts are not paid within the due date, a Delayed Payment Surcharge will be levied against the consumers.

          In case, the consumers do not come forward to clear up the dues, in that case, as per provision, their power supply may be discontinued after clear cut 7days notice. If there has been any doubt or dispute over the bills presented to the consumers, they have right to consult the mater with S.D.O. (Electrical) concerned to clear up the doubts or rectification of bills, if found necessary.

          Regarding power supply to different villages/Bastees, where power supply is not available, if the interested persons want to avail power supply, they are required to contact the S.D.O. (Electrical) concerned with detailed required informations indicating quantum of load required and number of consumers interested to avail power supply, so as to prepare necessary estimate, which can only be executed on receipt of required estimated amount from the different consumers/Agencies, observing all departmental formalities. As regards power supply to L.I. Points, the S.D.O. (Electrical) is competent to accord necessary permission and extend power supply, on receipt of required necessary estimated amount, execution of Agreement, receipt of required Test Certificate etc., observing the formalities prescribed by the O.E.R.C. Regarding forms and applications for availing power supply to different categories of consumers and Test Certificates, the same are enclosed herewith for reference.

5.To attend to the grievances of different consumers and speedy redressal of their complaints, a redressal forum has been formed in all Sub-Divisional Offices as well as in Division Office. Different complaints of the consumers are being heard at least once in every week (Particular dates of Sub-Division and Division as fixed) and steps are being taken to sort out the problems faced by the consumers. In case the difficulties, in case of uninterrupted power supply, quality of service rendering to the consumers, wrong billing, wrong meter reading or any other problems, faced by the consumers are not being attended by the J.Es. or his sub-ordinates, the matter may be brought to the notice of the S.D.O. (Electrical) concerned or the Executive Engineer who will try to set right the problems at the earliest. In case the consumer is not satisfied with the decision of the Executive Engineer concerned, he can move the matter to the Superintending Engineer (Electrical) or higher authorities for early decision.

          To attend to the day to day problems of the consumers for uninterrupted power supply, a number of Sub-Centres, that is, Fuse Call Centres have been opened in all Electrical Sections, wherein the day to day problems are being attended. In case the Lineman/Helpers, stationed in Fuse Call Centres, do not come forward immediately to attend to the complaints, the matter may be brought to the notice of the J.E. (Electrical) concerned to arrange immediate remedial measures. In case the difficulties are not attended within a reasonable time, the matter may be brought to the notice of the S.D.O. (Electrical) concerned or the Executive Engineer for immediate action.

Future Prospective

          In view of industrial growth and increase of Domestic, Commercial Consumers, the requirement of Electrical energy has been considerably increasing in this area, as a result of which, the consumption has been increased by 85M.U. per year. The industrial growth under Joda and Barbil are getting increased rapidly. In order to meet the requirement a number of improvement programmes has been taken up under World Bank Assistance, such as

  • Upgradation of 33/11KV Primary Sub-station at Gambharia (Keonjhar) from 12.5MVA to 16MVA equipped with protection of control equipments.
  • Construction of one 33/11KV, 3.15MVA x 2 new Primary Sub-station at Judia, Keonjhar.
  • Construction of new 33/11KV 2x5MVA Primary Sub-station at Sundra (Barbil)
  • One number 33/11KV Primary Sub-station at Telkoi.
  • Upgradation of Primary Sub-station Capacity of Turumunga, Patna, Jhumpura, Remuli and Champua.
  • Construction of new 33KV EXPRESS FEEDER, with higher size conductor that is from 50mm sq. to 232mm sq. from Palaspanga to Keonjhar.
  • New 11KV EXPRESS FEEDER from Gambharia Primary Sub-station to Naranpur.
  • 33KV Line from Patna to Saharpada.
  • 11KV new Line from Remuli to Chauthia and Karanjia.
  • One number new 33KV Line from Sundra to Gosala under Barbil section

          In addition to this for improvement of supply system at Keonjhar, Champua, Joda and Barbil, provision has been made for construction of 500nos. of L.T. less Sub-stations, for which transmission loss can be reduced effectively and the voltage can be improved considerably. In this regard, already 160nos. of L.T. less Sub-stations have been completed under Joda, Barbil and Keonjhar areas. For improvement of supply system at Keonjhar Town, provisions have been made for upgradation of 11KV existing Conductors from 30mm sq. to 100mm sq. and the work is in progress. It has been proposed to install about 300nos. of L.T. less Sub-stations under Keonjhar Municipality area to ensure steady uninterrupted power supply, for which the work is in progress. In order to reduce loss components in the distribution system, it has been decided to install new meters alongwith the Tamper Proof Boxes, for which the theft of energy can be reduced considerably. The work in respect of change of meters alongwith the T.P. Boxes has already been undertaken and about 4,500nos. of meters have already been changed in Joda and Barbil areas and the work as programmed to be completed within two years.

Conclusion

          As the Electricity plays a vital role in modern life, its conservation and utilisation need utmost attention. Electricity helps the citizen for their prosperous vis-à-vis they also be aware about its utility and preservation. The consumer/citizen shall be made aware through media and periodical interaction regarding :-

a) Use of Electricity efficiently by minimum consumption energy.

b) Use of Electrical apparatus of ISI Standard to get better efficiency and to avoid Electrical hazards.

c) Theft of energy is a great loss to the Nation. To avoid this, consumers/ citizens need to rise and co-operate with the department in order to prevent it from the miscreants.

d) All co-operation from local administration will facilitate to keep the Department healthy and to deliver better service to the consumers.

e) The department serves the people continuously through steady uninterrupted power supply and hence in returns the consumers need to strengthen the Department by paying their Electricity bills regularly in order to strengthen the organisation for better satisfactory service. The Electricity Department is committed to serve the people better to best in the coming days.

(I) How to Contact Officials for Different Programmes

1) What is the procedure for availing a new Service Connection in respect of Domestic and Commercial.

The applicant is to apply in O.E.R.C. Prescribed form for Domestic and Commercial category of connections alongwith land documents, Processing Fees, Test Certificate etc.

2) Is there any payment is required for obtaining the application forms.

No. Forms can be obtained from Junior Engineers of the concerned section on free of cost.

3) How much amount is required to deposit alongwith the applications.

Rs.10.00 (Rupees ten) only towards Processing Fees are required to deposit.

4) Where and what documents are necessary for getting a new connection.

In case of Domestic/Commercial connections the application should be submitted to J.E.(Electrical) of area concerned. All other categories of connections, like 3Phase Small Ind., Medium Ind., Large Ind. and loads more than 5KW, the application may be submitted to the S.D.O.(Electrical) concerned.

In respect of Domestic/Commercial connections, the application may be accompanied with the authentic documents in support of ownership of the premises and a Test Report duly singed by an authorised Electrical Contractor in support of internal wiring of the premises.

For power supply to 3Phase connections, Industrial Units, the applications should accompany with No Objection Certificate from Municipality/N.A.C./Pollution Control Board etc. alongwith other documents as stated above.

5) Who is the competent authority to permit new connections.

Concerned J.E.(Electrical) is competent for sanctioning estimate for power supply to Domestic/Commercial consumers.

For 3Phase supply, Industrial Units upto 20KW, the Executive Engineer is competent to issue permission.

For 21KW. To 100KW, the S.E.(Electrical) concerned and above 100KW, the Managing Director, NESCO is the competent authority for according permission.

6) Is there any specific amount is required to deposit before availing power supply.

Yes. In the case of Domestic/Commercial connections within permissible distance of 30mtrs., a sum of Rs.500.00 (Rupees five hundred) only towards Service connection charges and Security Deposit as per tariff, which is different depending on the connected loads.

For 3Phase connections, estimate amount plus Security Deposit as per tariff is necessary.

7) From where and when the bills are served for payment.

Bills for Domestic/Commercial consumers are served from the Sub-Divisions on bi-monthly basis.

All 3Phase and Industrial Consumers are served with Bills from the office of the Executive Engineer on monthly basis, preferably within 1srt. Week of the succeeding month.

8) Name the authorities where the consumers can lodge their grievances/complaints.

Junior Engineer(Electrical) of the area concerned will receive the complaints and do the needful. In case, the J.E.(Electrical) did not respond properly, the S.D.O.(Electrical) may be contacted. If the S.D.O.(Electrical) concerned did not take remedial measures, the complainant can lodge his grievances with Executive Engineer for immediate action.
