Objectives

          The District functionaries of Cooperative Department started with opening of Asst. Registrar of Cooperative Societies(ARCS) Keonjhar Circle on 31.12.59 under Deputy Registrar of Cooperative Societies (DRCS)(northern Division) Sambalpur and subsequently the divisional Office was bifurcated and separate Keonjhar division was created on 1.12.69 covering 3 Revenue Districts namely – Keonjhar, Dhenkanal and Sundargarh. Thereafter the Keonjhar Division was made independent confining its area to only Keonjhar District with effect from 1.11.79. From 1.8.1982 a separate ARCS Circle at Anandapur was created bifurcating the Keonjhar ARCS Circle.

          The objective of the Department are to bring the people of Keonjhar District to the fold of Cooperatives for the purpose of their economic development by organising different types of Cooperative Societies and to supervise their functioning through regular visit, inspection, audit and regulatory functions under the Orissa Cooperative Societies Act and Rules.

Structure of the Department (District and Downward)

          The District Registrar of Cooperative Society DRCS Keonjhar Division is the top-most District level authority of the Cooperative Department. Below the Divisional Office two Circle Offices namely ARCS, Keonjhar and ARCS Anandapur are functioning. The area of supervision of ARCS Keonjhar Circle is confined to 4 Blocks of sadar Sub-Division i.e. Sadar, Banspal, Telkoi & Saharpada and 3 blocks of Champua Sub-division namely Jhumopura, Champua and Joda Blocks. The area of supervision of ARCS Anandapur Circle covers all the 3 Blocks of Anandapur Sub-Division i.e Anandapur, Ghasipura & Hatadihi Blocks and 3 blocks of Sadar Sub-Division namely Harichandanpur, Patna and Ghatagaon Blocks. While the DRCS is assisted by one ARCS(cons.), Sub-Asst. Registrar of C.S. (SARCS) & Inspector of Cooperative Societies (ICS), the Circle ARCS are assisted by some SARCS and ICS. In the ministerial grade Head Clerk, Steno, Sr.Clerks, Jr.Clerks, Driver & 4th grade employees are working. At the Block level, the post of Cooperative Extension Officer (CEO) are manned by ICS to look after Cooperative Extension works under the Blocks. One 4th grade employee is attached to the CEO.

          The office of the Asst. Auditor General of Cooperative Societies (AAGCS) Keonjhar is the District level Cooperative audit functionary under separate directorate of Auditor General of C.S. Orissa in Cooperative Department.

Programme Implementation

Brief description about different programmes:

  • Short Term (ST) Crop loans through Kishan Credit Cards (KCC) and Medium Term (MT) and Long Term (LT) Agricultural and allied sector loan including anti-poverty schemes by the Keonjhar Central Cooperative Bank (KCCB) through Large sized Agricultural and Multipurpose Cooperative Societies (LAMPS) and Service Cooperative Societies (SCS).
  • Distribution of Chemical fertilisers, pesticides and Consumer articles through LAMPS and SCS.
  • Long Term loans under land bases scheme through Cooperative Agricultural and Rural Development (CARD) Banks (suspended for the present).
  • Long Term loans for acquiring house sites and construction of house through Sub-Divisional House Building Cooperative Societies (SHBCS).
  • Tapping of rural deposits by the Mini Banks of LAMPS and SCS with attractive rate of interest and safety and security of members’ money.
  • All non-farm sector loans directly to the members by the Keonjhar Central Cooperative Bank.
  • Small loans to the Self Help Groups (SHG) by the Keonjhar Central Cooperative Bank through LAMPS and SCS.
  • Accepting of deposits by the Keonjhar CENTRAL COOPERATIVE BANK through its 13 nos. of Branches from the public and different institutions by offering comparatively higher rate of interest than Commercial Banks.
  • Gold loan through Sadar, Champua, Jhumpura, Anandapur and Ghatagaon Branches of Keonjhar Central Cooperative Bank.
  • Locker facilities available in Sadar, Ghatagaon and Joda Branches of Keonjhar Central Cooperative Bank.

Organisation & Registration of Cooperative Societies.

Question No-1. How many members are required to form a Cooperative Society ?

Answer- Minimum 51 members over the age of 18 years of which 1/3rd should be women. In case of Housing society 15 members.

Question No-2. How can a Society be formed & to whom to be contacted?

Answer- Contact the local Cooperative Extension Officer of the Block/ARCS of the Circle/DRCS of the Division.

Question No-3. What are the papers/documents required to form a Society?

Answer-

  • Model bye-laws – 6 copies
  • Application form for registration – 2 copies
  • Copy of resolution of the proposed society
  • Feasibility report
  • Extract of the Cash Book
  • Extract of share register
  • Copy of receipt showing deposit of minimum share, entrance fee in Financing Bank.
  • Opinion of the financing Bank for its affiliation.

Question No-4. Who can organise a Cooperative Society ?

Answer- Any interested member duly selected by majority of members.

Question No-5. If registration bound, if so, to whom to be applied?

Answer- It is obligatory on the part of the Cooperative Society to be registered. The ARCS of the Circle to be applied in case the area of operation of the proposed society is within his jurisdiction. And beyond it DRCS.

Question No-6. If we form a Society, is there any Government assistance ?

Answer- No.

Question No-7. How can I get loan for raising crop ?

Answer- Contact the MD of LAMPS or Secretary of SCS of your area who will advise the procedure.

Question No-8. If the MD of LAMPS or secretary of SCS found absent in the Cooperative Society to whom to be contacted ?

Answer- Contact the Cooperative Extension Officer of your Block or local Branch Manager of Keonjhar CENTRAL COOPERATIVE BANK.

Question No-9. What is the scale of finance for different crops ?

Answer- No, it is simple interest only and charged as per decision of the Financing Bank considering the cost of fund.

Answer- 16.5%

Question No-12.What is the due date of repayment of Khariff an Rabi loan ?

Answer- 28th February for Khariff, 31st May for Rabi.

Question No-13.If we cannot repay loan is due date, what will happen ?

Answer- Penal interest of 2% will be charged.

Question No-14.I am still to repay khariff loan which is not overdue, whether I can get Rabi loan ?

Answer- Yes, within the limit of sanction.

Question No-15.What is Kishan Credit Card ?

Answer- It is an authority in shape of Pass book for availing credit for seasonal agricultural production and repayment in time.

Question No-16. How can I get Kishan Credit Card ?

Answer- If you are an agriculturist having cultivable land and a member of concerned LAMPS/ SCS and have applied for crop loan, you can get Kishan Credit Card.

Question No-17. I am a defaulter of loan in another financing institution. Whether I can be issued KCC?

Answer- No. But you can be issued KCC after obtaining no due certificate.

Question No-18. What is the procedure of operation of KCC?

Answer- You have been given Cheque Book along with KCC. You can draw cash component from concerned Branch Bank on self-cheques & kind comp. from concerned LAMPS/ SCS on production of cheque.

Question No-19. Whether the entire sanctioned amount can be withdrawn at a time or with phased manner?

Answer- As per your requirement within the time of seasonally of finance. But it is advisable to draw the amount as per requirement, which will reduce the interest burden.

Question No-21. Can the sanctioned limit be increased or decreased as per my requirement?

Question No-22. What is Rastriya Krisi Bima Yojana?

Answer- It is an Insurance scheme introduced by the Govt. of India for the crops (Food crops, cereals, Pulses & Oil-seeds) raised by a farmer against Natural Calamities.

Question No-23. Can all the farmers insure the crops?

Answer- It is compulsory for borrowing members and it is optional for non-borrowing members of Cooperative Societies.

Question No-24. Please state what are the specific crops included in Rastriya Krisi Bima Yojana in Keonjhar District. ?

Answer- Paddy and Maize during khariff season and Paddy & Oil-seeds(Mustard) and Potato in Rabi season.

Question No-26. Which is the insurance Co. under which RKBY/is being implemented ?

Answer- General Insurance Company of India (Crop Insurance Cell ).

Question No-27.What is the notified Unit for RKBY ?

Answer- G.P. and Municipality/N.A.C. in Khariff

Question No-28.

Answer- He has to apply in the prescribed form along with Xerox copy of the land record owned/cultivated by him to the MD of LAMPS/secretary of SCS/BM of KCCB and open a savings Bank Account with minimum deposit of Rs.100/- & deposit required premium within the cut off date i.e 31st July during Khariff.

(D) SUPPLY OF FERTILISER

Question No-29.what are the arrangements made in Cooperative Societies for supply of fertiliser?

Answer- The fertilisers are available with the LAMPS/SCS from where it can be purchased by the members or non-members by cash/ Cheque of KCC.

Question No-30.In case required fertiliser is not available in the LAMPS/SCS, what is the alternative arrangement ?

Answer- In case of KCC holders, he can purchase required fertiliser from authorised dealer and seek re-imbursement from the concerned Branch Bank of KCCB on production of cash memo.

(E) RECOVERY OF LOAN :

Question No-31.Although I am aware of due date of repayment of loan, I can not repay the loan because of the circumstances beyond my control. How can you help me ?

Answer- There is Orissa alternative way to help you. You are to repay the loan on or before the due date which will enable you to avail fresh loan as per your requirement. Non-repayment of loan in due date will penalise you with penal interest including other coercive legal action.

Question No-32. I could not repay the loan due to crop loss by drought flood, cyclone & other natural calamities. What is the relief available to me to repay the loan?

Answer- If the Govt. of Orissa in Revenue Department. notifies the crop loss of 50% and above in your are (GP, Village) your S.T. crop loan will be converted to Medium Term conversion loan and there by you will be eligible for fresh loan to raise subsequent crops subject to repayment of interest only.

Question No-33. In case of such crop loss declaration by the Govt. Whether I am entitles for crop insurance indemnity?

Answer- It is determined only by the General Insurance Company considering the crop loss data in respect of notified unit of the season with that of the previous years’ supplied by the Government.

Question No-34. Popular slogan of the Cooperative is "Each for all and all for each". In such case if a member defaults to repay his loan what should be the duty & responsibility of other members ?

Answer- They should convince and prevail upon the defaulter to repay the loan for better interest of the Society and its members.
